Water management in NSW is underpinned by complex laws at both a State and Federal level. In 2017 the Ken Matthews Interim Report into Water Management and Compliance found that water-related compliance and enforcement arrangements in NSW have been ineffectual and required significant and urgent improvement.
In response, the NSW Government established a new independent regulator - the Natural Resources Access Regulator – with responsibility for compliance and enforcement of water management legislation in NSW.
This year, the South Australian Murray-Darling Basin Royal Commission handed down its Report which found, amongst other things, that a perceived lack of enforcement action has produced considerable mistrust in the law and its administration.
